 EBS Payables

EBS tells you why every invoice is on hold. The reason codes just never get aggregated, so the queue is worked one invoice at a time.

      Key takeaways

- EBS applies holds with a named reason, which is more information than most ERPs give you. The problem is that the reason codes never get aggregated.
- In a worked population of 286 holds, 34 already had a receipt and would release themselves, and 28 came from one missing supplier registration.
- A row rejected in an open interface table is an invoice that never arrived, and it is invisible in payables reporting because it does not exist as an invoice.
- EBS separates supplier from supplier site, and terms, tax registration and remittance all live at the site. Resolving to the supplier silently changes the due date.
- The manual hold report, aged with whoever placed each one, takes minutes and usually finds money nobody currently owns.

AI agents for Oracle EBS accounts payable aggregate the invoice hold population by reason and supplier, read the interface rejections alongside it, and resolve suppliers to the correct site rather than the default. ChatFin routes each group to the owner who can resolve it and approves nothing.

EBS is unusually generous here. It applies holds with a named reason, so the data needed to find the pattern already exists. What does not happen is aggregation: holds are worked one invoice at a time, largest first, and a queue of 286 looks like 286 investigations when it is six decisions with five owners.

## EBS holds are a rich signal reported as a flat list

Oracle EBS applies invoice holds with a named reason, which is more information than most ERPs give you. ChatFin finds the problem is not the data, it is that holds are worked one invoice at a time and the reason codes never get aggregated.

| Hold reason | What it usually means | Owner |
| --- | --- | --- |
| Qty Rec | Goods not booked in | Receiving |
| Price | Invoice above the purchase order price | Procurement |
| Qty Ord | Invoiced above ordered quantity | Procurement |
| Max Ship Amount | Shipment value exceeds the tolerance | Procurement |
| Tax Variance | A tax setup or supplier registration gap | Finance, and it repeats |
| Manual hold | Somebody stopped it | Whoever placed it, if recorded |

Grouped by reason and supplier, that same population becomes six decisions with five owners rather than several hundred investigations, and the pattern behind each one is visible for the first time.
 In ChatFin
ChatFin aggregates holds by reason and supplier and routes each group to whoever can resolve it, rather than lengthening the list AP already has.

## What an agent reads on EBS

Read through published interfaces, never straight into the base tables. The interface layer carries validation that the tables do not.

| Layer | What it is for | Note |
| --- | --- | --- |
| Open interface tables | Bringing invoices in | Where a rejected row is a missing invoice |
| Payables invoice and distribution data | Reading what exists | The population for analysis |
| Purchase orders and receipts | The other two legs of the match | Where the hold reason is explained |
| Supplier and supplier site | Terms, tax, remittance | Terms live at the site, not the supplier |
| Subledger accounting | How payables reached the ledger | The tie back, both directions |

The first row is worth attention. A row rejected in an open interface table is an invoice that never arrived, and it is invisible in payables reporting because it does not exist as an invoice.
 In ChatFin
ChatFin reads the interface rejections alongside the payables population, so a missing invoice is reported as missing rather than discovered when a supplier chases.

## A worked hold population, 286 invoices

286 invoices on hold, 2.1 million, at month end. The team works the largest thirty.

| Hold reason | Invoices | Value | What the evidence shows |
| --- | --- | --- | --- |
| Qty Rec | 118 | 812,000 | Receipts exist on 34, entered after the run |
| Price, inside tolerance | 57 | 196,000 | A rule already covers these |
| Price, outside tolerance | 41 | 604,000 | Five suppliers, all since a renewal |
| Tax Variance | 28 | 118,000 | One supplier registration missing |
| Manual, over 90 days, no note | 24 | 331,000 | Nobody currently owns these |
| Qty Ord | 18 | 39,000 | Over shipment inside the supplier's normal pattern |

Thirty four of the first group already have a receipt and will release themselves on the next run. Twenty eight are one missing supplier registration. Two findings that remove 62 invoices without anybody working them individually.

*Aggregating by reason turns a queue into a small number of fixes.*

## Supplier sites, and the terms that live there

EBS separates supplier from supplier site, and an agent that resolves only to the supplier will get terms, tax and remittance wrong while appearing to match.
**Payment terms are per site.** Using the supplier default silently changes the due date.**Tax registration is frequently per site.** Wrong site, tax variance hold at best.**Remittance detail is per site.** This becomes a payment problem, not a reporting one.**Inactive sites still appear on historic invoices.** An agent reading history has to handle a site no longer valid for new documents. In ChatFin
ChatFin resolves supplier and site together and states which site it used. Where the document does not support a site decision it asks rather than taking a default.

  05
## Where this underperforms

Three.
**Receipts are entered late.** The largest hold reason is a receiving timing problem sitting in the payables queue.**Supplier sites are duplicated.** Resolution accuracy is capped and a wrong site looks like a correct match.**Access is to reporting views only.** Enough to count holds, not enough to read the purchase order and receipt behind each one.
Start with the manual hold report, aged, with whoever placed each one. Minutes to produce, read access only, and it usually finds money nobody currently owns.

## Questions Oracle EBS payables teams ask first

Why do EBS invoice holds accumulate?
Because they are worked one at a time. EBS names the reason on every hold, which is more than most ERPs give you, and the reason codes never get aggregated. In a worked population of 286 holds worth 2.1 million, 34 already had a receipt and would have released themselves on the next run and 28 came from a single missing supplier registration. ChatFin aggregates by reason and supplier.
What is an open interface rejection and why does it matter?
A row that failed to become an invoice. It sits in the interface table and never appears in payables reporting, because as far as payables is concerned the invoice does not exist. The first anyone hears of it is usually a supplier chasing payment. ChatFin reads the rejections alongside the payables population so a missing invoice is reported as missing.
Why does supplier site matter in EBS payables?
Because payment terms, tax registration and remittance detail all live at the site rather than the supplier, and the same supplier can have different values per site. An agent resolving to the supplier default appears to match correctly while silently changing the due date or producing a tax variance hold. ChatFin resolves to supplier and site together and states which site it used.

How ChatFin works in Oracle EBS payables

## 286 holds become six decisions with five owners.

ChatFin aggregates the hold population by reason and supplier, reads the purchase order and receipt behind each one, and separates the holds that will release themselves.

It reads interface rejections alongside payables, resolves supplier and site together, and approves nothing.

**Bring one month of invoice holds. The comparison takes an hour.**
